We have the pleasure to invite you to take part in the work of our 25th Jubilee ECPD International Summer School of Management of Health Care Institutions (hereinafter: The School), which will focus, within the main theme “Health Crisis Management & Major Disaster Programs in the Light of Experience with Pandemic COVID-19”, on the key topics that are continually preoccupying health managers, policy makers and executives:

     i)              National Healthcare Systems Experiences in coping with COVID-19

  ii)              Current trends in health system reforms and possible health system reforms following this year's pandemic experience

iii)              Existing and new ways of financing health and society’s attitude toward health risks

iv)              Preparation of national health care strategy and its action plan from the economic-political, psychological and geo-strategic aspect.

To provide all people with access to safe, high quality basic health care services is vital for every country, especially in times of major disasters, e.g. meteorological disasters or earthquakes, floods, fires and other mass disasters from global pandemic (SARS, MERS, COVID-19 etc.) to wars. All countries are facing socio-economic, political, legal and other health management challenges along the path of achieving universal health care in these challenging times.

This year's school focuses on innovations in health system reforms and innovations in health system financing, which would, among other things, prevent risks and consequences of challenges such as pandemics and global disasters, with regional and local impact on human health and the community economy. Special emphasis will be placed on the preparation of realistic, comprehensive and balanced health policies, strategies and coordination plans, as well as on the preparation of a quality, fair, rational and feasible protection package with special reference to the countries of Southeast Europe within the European continent.

Co-Directors of this year’s Summer School are Prof. Dr. Dušan Keber, former Minister of Health of Slovenia and long-standing Director of the University Clinical Centre Slovenia, prominent international expert with extensive experience in this field, Prof. Dr. Klaus-Dirk Henke, Chair of Health Economics and Health Management, University of Berlin, Prof. Dr. Ana Stavljenić Rukavina, Vice-Rector of the Libertas International University, Zagreb, former Minister of Health of Croatia, Prof. Dr. Nebojša Kavarić, ECPD Regional Coordinator for the Health and Environmental Studies, Director of the Primary Health Care Center Podgorica, Prof. Dr. Miodrag Todorović, long-standing Director of the Seychelles Ministry of Health, Prof. Dr. Jeffrey Levett, long-standing Dean of the National School of Public Health, Greece, International Gusi Peace Prize Laureat, and Prof. Dr. Luca Rosi, Istituto Superiore di Sanità, Italy. The President of the School Council is Prof. Dr. Đorđe Jakovljević, the founder and long-standing Director of this ECPD International Summer School.

A special Regional Round Table will be organized within the School Program, which will discuss the comparative experiences of countries in the region in dealing with and before emergencies (COVID-19 case). The round table will be moderated by Prof. Dr. Luca Rossi.

Learning objectives

The learning objectives of the School will allow participants to acquire knowledge and information about the following:

• Reform steps for cost restriction while maintaining high quality of health services;

• Major reform trends in the developed European countries;

• Innovation in health system reforms;

• Experience of others in financing and managing health care systems;

• Preconditions for achieving universal health care;

• Future health spending scenarios;

• Additional health resources in the form of earmarked inflows;

• Principles for the preparation of the national health care strategy and its action plan;

• Mistakes and shortcomings in the preparation and implementation of today's strategies and plans;

• Achieving consensus between demand and supply of services, as well as between government, service providers and the population;

• Preparing a quality, fair and affordable health care package;

• Implementation of health care packages;

• Ethical, legal and policy issues when defining health care packages;

• Formulation of a joint strategy for the functioning of health systems in emergency conditions.

 

School Organization

The lectures are held every weekday, from 9 a.m. to 3 p.m. Apart from the theoretical presentations delivered by the lecturers, in the framework of each topic there will be panel discussions and case studies.

Upon completion of the School, the School participants will be provided with course handouts necessary for effective lecture attendance and study after finalization of the School, as well as all authorized presentations. In order to enable participants to master the lectures successfully, simultaneous translation will be provided.

 

School Certificate

Based on participation during the classes and acquired knowledge and skills during the work of the School, the participants will receive a nationally and internationally valid and accredited Certificate of the European Center for Peace and Development (ECPD) University for Peace established by the United Nations.

 

Application Form and Participation Fee

Taking into account the current situation with the COVID-19 pandemic, the ECPD Executive Board has decided that the Registration Fee for participation in this year's ECPD International Summer School will be reduced by 20%, so that it amounts to 390 EUR (instead of 490 EUR).

Hotel Accommodation

The School participants are provided accommodation at the Hotel “Splendid” in Bečići (www. montenegrostars.com, tel: +382 33 773 777), at which the School will be held, at preferential rates. Accommodation on a half-board basis will be charged at the reduced price of 138 EUR per day for a single room and 79 EUR for a double room, per person.
