We have the pleasure to invite you to take part in the work of our 27th ECPD International Summer School of Management of Health Care Institutions (hereinafter: School), which will focus, within the main theme “Health Crisis & Emergency Management Based on Experience with COVID-19 Pandemic”, on the key topics that are continually preoccupying health managers, policy makers and executives:
i) National Healthcare Systems Experiences in coping with COVID-19
ii) Current trends in health system reforms and possible health system reforms following the experience with pandemic
iii) Existing and new methods of financing health care and society’s attitude toward health risks
iv) Preparation of national health care strategy and its action plan based on the economic-political, psychological and geo-strategic aspects.
Providing safe, high quality basic health care services for all citizens is vital for every country, especially in times of major disasters, e.g. meteorological disasters or earthquakes, floods, fires and other mass disasters from global pandemic (SARS, MERS, COVID-19 etc.) to wars. All countries are facing socio-economic, political, legal and other health management challenges along the path of achieving universal health care in these challenging times.
This year's school focuses on innovations in health system reforms and innovations in health system financing, which would, prevent risks and consequences of challenges such as pandemics and global disasters, with regional and local impact on human health and economy of the community. Special emphasis will be placed on the preparation of realistic, comprehensive and balanced health policies, strategies and coordination plans, as well as on the preparation of a quality, just, rational and feasible protection package with special reference to the countries of Southeast Europe within the European continent.

• Future health spending scenarios;
• Additional health resources in the form of earmarked inflows;
• Principles for the preparation of national health care strategy and its action plan;
• Mistakes and shortcomings in preparation and implementation of today's strategies and plans;
• Achieving consensus between demand and supply of services, as well as between the government, service providers and the population;
• Preparing a quality, fair and affordable health care package;
• Implementation of health care packages;
• Ethical, legal and policy issues when defining health care packages;
• Formulation of a joint strategy for the functioning of health systems in emergency conditions.
School Organization
The lectures are held every weekday, from 9 a.m. to 3 p.m. Apart from the theoretical presentations delivered by the lecturers, in the framework of each topic there will be panel discussions and case studies.
The School participants will be provided with course handouts necessary for effective lecture attendance and study after finalization of the School, as well as all authorized presentations. In order to enable participants to master the lectures successfully, simultaneous translation will be provided.
School Certificate
Based on participation during the classes and acquired knowledge and skills during the work of the School, the participants will receive a nationally and internationally valid and accredited Certificate of the European Center for Peace and Development (ECPD) University for Peace established by the United Nations.
