We have the pleasure to invite you to take part in the work of Twenty first ECPD International Summer School of Management of Health Care institutions (hereinafter: School), devoted to a highly topical issue: Health Systems in Economic and Migrant Crisis. This year’s ECPD International Summer School continues with current topics in the field of health management and extends the tradition of gathering health managers and other decision makers in health care systems from the region of South-east and Central Europe.

Taking into account that the economic crisis in Europe has not yet been overcome and could be followed by another wave as well as that health systems in most countries are undergoing cuts in health budgets, while at the same time they are facing a huge inflow of economic immigrants and refugees, there is an even higher need for short- and medium term health reforms, in order to respond to the existing and new challenges to health care. We believe that the program of this year’s Summer School that will cover a wide range of topics is rightfully dedicated to these challenges.

The President of the School Council is Prof. Dr. Đorđe Jakovljević, Founder and long-standing Director of this ECPD International Summer School. Director of this year’s School is Prof. Dr. Dušan Keber, a prominent international expert with extensive experience in this field across the region of Southeast Europe (former Minister of Health of Slovenia and Managing Director of the University Clinical Center in Ljubljana), while the Co-Directors are Prof. Dr. Klaus-Dirk Henke, Chair of Health Economics and Health Management, Technical University, Berlin, Prof. Dr. Ana Stavljenić Rukavina, University Libertas, Zagreb, Prof. Dr. Nebojša Arsenijević, Rector of the University of Kragujevac and and Prof. Dr. Arne Björnberg, Executive Director and Chief Operating Officer, Health Consumer Powerhouse, Sweden.

(I) ECONOMIC AND MIGRANT CRISIS AND HEALTH: CURRENT STATUS

• The extent of economic and migrant crisis in Europe

• New vulnerable groups due to the economic crisis

• The impact of the financial crisis on access to health services

• Response of European healthcare systems to the financial crisis

• Health consequences and political responses to economic crisis: case reports

(Slovenia, Serbia, Croatia, Montenegro, B&H, Macedonia, Greece, Italy)

• Access to healthcare in crisis for migrants and other vulnerable groups

• Refugees and migrants: common health problems

• Migration and spread of communicable diseases: is there an association?

 

(II) IMMEDIATE RESPONSES OF HEALTH POLICY TO ECONOMIC AND MIGRANT CRISIS

• Fighting reduction of public health expenditures

• Acceptable and non acceptable cost-cutting policies

• Basket of health services: cut-offs in crisis

• Increased need for selected healthcare services in crisis

• Short-term response to healthcare needs of refugees and migrants

 

(III) MEDIUM-TERM RESPONSES OF HEALTH POLICY TO ECONOMIC AND MIGRANT CRISIS

• Integrated approach to health policy in economic crisis

• Increasing ratio of public funding of health care and seeking new funding sources

• Raising voice for European solidarity in funding health care

• Honest public debate on the future levels and sources of funding of health and social care

• Shifting resources into community-based health care, social care and community health

SCHOOL ORGANIZATION

 

The lectures are held each working day, from 9 a.m. to 3 p.m. Apart from the theoretical presentations by the lectures, in the framework of each topic there will be panel discussions and case studies.

Upon completion of the School, the School participants will be provided with course handouts

necessary for effective lecture attendance and study, as well as all authorized presentations.

 

SCHOOL CERTIFICATE

 

Based on participation during the classes and acquired managerial knowledge and skills during the work of the School, the participants will receive an internationally valid and accredited Certificate of the European Center for Peace and Development (ECPD) of the University for Peace established by the United Nations.
